1. Living Lab description
OCEAN Living Lab aims at making the ‘Basque California’ a land of excellence for co-conception and experimentation in real conditions of new products and services in water sports by developing optimal conditions for all kinds of users in terms.
OCEANLL is a cross-boarder association with 10 founding members (public authorities, private companies, universities, and user communities.
They all have developed the expertise and infrastructures that make the Basque coast a top destination for water sports. It now encompasses a complete ecosystem that includes co-development structures situated within a radius of 50 km on either side of the border:
OceanLL aims to offer the most effective process for product marketing in the shortest possible time to Market.

Revolutionary innovations that have given surfing what parabolic skis contributed as a technological leap forward in alpine skiing.

Design, manufacturing and testing of new surfboard fins to make surfing easier for intermediate level surfers.
30 surfers involved in analysing the improvement factors. 10 prototypes made at the ESTIA technology centre. 250 usage tests done over a total of 4,000 hours. Range of 4 products created with patent pending. Development of the practice of Dinghy sailing for people with reduced mobility thanks to a weight transfer system.
Problem to deal with: the seats of people with handicaps are fixed to the boat and they suffer during tack-changing. Not enjoyable and a dangerous situation. 15 people involved in the initial co-conception work (handicapped sailing enthusiasts, medical doctors, Basque monitors and engineers from ESTIA). Fabrication of 2 prototype seats that enable weight transfer and a facilities for the boarding area for people with limited mobility in Hendaye. Safety and security of Large Ocean beaches on the coast by means of a temporary air/water coastal communication network using connected security material.
The aim is to locate people at risk (e.g. children, seniors) in real time during their activity. Agreement between OceanLL and the TRIBORD and INEO companies http://bit.ly/partenariat-techno for development and proof of concept (TRL7). 5 users and the coastal rescue association involved in the feasibility study for the system for communication and current models. Infrastructure from 4 beaches in a temporary data transmission system, along with 25 users and 2 experimental phases (150 tests in Hendaye and in the Basque Country and 300 tests in Messanges in Landes). |

OceanLL was created to make a step forward in the methods used to drive innovative projects, whether society or business oriented, by positioning users at the centre of focus arrangements and co-conception. The target groups according to the projects are:
OceanLL proposes today a methodological guide comprising 6 stages; The development of the S-WING project is shown below from the idea through to the commercial project:

4. Your living lab or project in a box
OceanLL’s ambition is to foster the practice of the greatest number of water-related activities by developing new and entirely safe usages. OceanLL is engaged in a dynamic process focused on open innovation and excellence for the development and test of new product by the users, in its 5 fully equiped testing sites along the basque coast.
