KLIOLab (www.kliolab.it) represents a synergic partnership among public and private actors aimed at developing innovative ICT solutions for the aeronautic and mechanical industries through knowledge, practices and resources sharing and through creation of start-ups and spin-offs.
KLIOLab has been created in 2014 by formalizing cooperative practices built through long-term cooperation among public and private partners of the DHITECH (Distretto High Tech), the Apulian district for high technology development, hosting organisation for the KLIOLab. Currently this partnership, composed of aeronautic industries, universities, high-competent spin-offs in the ICT industry, Public Administrations and students, is committed to the implementation and deployment of a methodological framework moving the product life cycle management from an enterprise-based view to a value network-based view. The main change regards the gathering, usability and reuse of knowledge at supply chain level and in compliance with intellectual property management rights; the framework will be implemented in innovative Product Lifecycle Management (PLM) system.
The main business line of KLIOLab embodies executing innovation projects, through public and private funds, and the involvement of different categories of users (aerospace and ICT companies, mechanical SMEs, universities, research centers, public administration, associations, skilled people and students) in the innovation process.

In the KLIOLab, Industries (Alenia Aermacchi, Avio Aero, GE Nuovo Pignone, Innovars), Government (through DHITECH), Academia (Università del Salento, Politecnico di Bari, Osservatorio Ge.Co) and Citizens (students, through TheQube, and employees, through their organizations) work together in the quadruple helix framework to co-create and drive structural changes far beyond the scope of what individual organizations can do on their own. In this framework, researchers have more opportunities of applied research and case studies development, companies gather more innovative ideas thanks to a wider and multidisciplinary network, users have the chance to participate to the creation of their expected/needed innovations and public organizations to increase the return on investment in research.
References and Track Record
KLIOLab started in 2014 even though its main actors have a ten-year long history of involvement in user-centric R&D projects. This partnership among academy, aeronautic firms, local administrations developed high ICT competences and delivered many tools for improving the product design process leveraging in a better way organizational knowledge. Such competences were industrialized through four spin-offs: EKA-System, Apphia, Advantech and Naica respectively operating on Configuration Management tools, Health Monitoring System for navy security, Product Design and Project Management.
From 2012 the DHITECH network is facing Product Lifecycle Management framework for value networks committed to the production of complex systems.
The most interesting result of this research and development effort is the cooperative network composed of public and private actors: the breakthrough towards the open innovation was achieved with the birth of Innovars and theQube which contribute to the definition and to the delivery of new services supporting the creation of innovative start-ups. All these aspects since 2014 are materialized in the Knowledge-based Lifecycle InnOvation living Lab – KLIOLab.
