This means that Living Labs innovators need to fit their complex projects into existing regulatory frameworks.
It goes without saying that understanding and managing multiple regulatory rules can be demanding in terms of time and knowledge.
Moreover, regulators need to keep up with the rapid pace of innovation to understand if existing regulation is fit for purpose.
The solution? A greater focus on Living Labs!
Living Labs indeed represent a practical and versatile tool to address the information and implementation gaps concerning the regulatory framework.
Why? Because the participation of stakeholders and users, which is the basis of the Living Labs concept, allows to:
Moreover, as end-users become part of new, innovative business models, it is even more important to collect their feedback when updating rules.
ENoLL and the Joint Research Centre (JRC) continue their efforts to mainstream Living Labs in EU policy-making.
Together, we have the opportunity to further promote Living Labs as a participatory and responsive policy-support instrument.
That’s why we have created a new Joint Working group on Regulatory Learning.
