1.     Living Lab description
The aim of the EBLL is to serve and remove the obstacles for young, old and disabled people. ‘Eliminating Barriers Living Lab’ has a huge target group which is the residents. The main themes in the laboratory are information and communication technologies, all kind of trainings and social services.

Most of the problems are handled much easier by our EBLL staff on account of their experiences and knowledge. By working with the different Departments of Municipality, the field of specialization contributes the projects to be done successfully.
The projects which are executed and finished successfully contribute creating brand value for the city. Mayor, staff of EBLL and Municipality as well as the stakeholders get benefit at the end. All the actors can take a place in media channels through the processes and their public visibility can be increased.

Supporting training, services and activities which are intended to eliminate the barriers for disadvantages, create awareness instead of “being lack of”. Thereby the loneliness feelings of disadvantaged people are abolished and they successfully adapt to the social and city life. By the purpose of actualising the social inclusion, the Municipality works on right-based as life-cycle. Products and new job opportunities, supplied by the EBLL support the improvement of social and economical development.

The board works with the units of the Municipality as well as national and international public and private partners.
The Projects can be classified in three categories in the EBLL:
-               Information and Communication Technologies
-               Trainings
-               Social and Cultural Services

2.     Project(s)

The Project is the star project of the Municipality due to both the services it provides and also for being the first grant project from the EU. The main aim is increasing education service capacity intended for children aged between 36-60 months  who are deprived of benefitting from preschool education opportunity in Eskişehir City. The target group is  either children whose parents in jail ot the children who are disadvantaged regarding the socio-economical status. The project took place in 2012, is finalised now and is going on with the own budget of the Municipality.
The stakeholder of the Project is Pre-School Education Department of Faculty of Education, Anadolu University. ‘Active user involvement’ is always in the first stage due to the certain measurement tools Parents' satisfaction from the contributions of the Project. ‘Real life experimentation’ always took place from the beginning of the project integrated with the early childhood programme of Reggio Emilia in Italy. Listening, researching and learning himself is the basis of the method. The pedagogical experience of Reggio Emilia is a story so far spanning more than 40 years that can be described as a pedagogical experiment in a whole community which is taken as a model in the system of ES-KIDS’ Home.
Eskişehir has now a society-based day care center, which provides full time education free of charge with a living concept.

The project named as ‘Building Intercultural Dialogue of City Museums in Eskişehir and Den Haag’ started at 2012 with Den Haag Historisch Museum and Eskişehir Metropolitan Municipality for increasing the interest of people to museums and to the history of the city. The Project added excitement and enthusiasm to the museum complex of Eskişehir. Ideas were exchanged at all stages with the partner, before deciding about the concept of the museum. Curation service was given at visits periodically during the establishment stage of our museum. To become a living and open-to-improvement museum, the most acceptable concept was decided upon. Consensus was formed to design a museum that adopts the idea of  oral history studies displayed on touch screens by recording the components specific of Eskişehir which played role in the development of Eskisehir from past to the present in digital environment, rather than exhibiting ethnographical and historical objects and thus intensive studies were launched. The art competition “Eskişehir in You” was organized for exhibition exchange programme, one of the main activities of the Museum Project. The competition was open to all artists in Turkey and digital works as well as two and three dimensional works were accepted.
This is a support program in which FREE TRANSPORTATION is provided for the Rural Women to make an access to CANCER EARLY DETECTION TRAINING AND DETECTION CENTER, located in the city center. As the women who live in periphery have some dependency due to the difficulties for finance or permission from husbands, the Municipality take a conciliatory role between the rural and the center via the Center for Women Counseling and Solidarity and the Neighborhood Headmen.

3. Living Lab methods and tools:

ES-KIDS’ HOME: The main method of the service given in the preschool education in scope of the Project is the implementation of Reggio Emilia  method with the existing furnishing of the school.

CITY MEMORY MUSEUM: There are divisions formed for total nine themes as five themes in Hall 1 and four themes in Hall 2. Except for touch-operated screens, it draws attraction that the visual Works prepared in “motion graphics” as if you are in three-dimensional tour within the photos and by using old photos of Eskisehir in other two screens of 42 inches in Halls 1 and 2. For forming the Works of “motion graphic”, related to the history of Eskisehir three-dimensional film; Eskişehir old photos about education, industry and trade, historical and cultural heritage of Eskisehir are used.
For the visitors coming with their kids together, an area has been formed for the children. The educational games are submitted on touch-operated screens, a graphic design including Nasreddin Hoca narrates is turned over on screen permanently.  There are painting papers and paints including Nasreddin Hoca, Midas and figures peculiar to Eskisehir.

HEALTH SUPPORT for the RURAL WOMEN (HSRW) Being informed, the Center for Women Counseling and Solidarity get an appointment from the Cancer Early Detection Training and Detection Center which is the sub-unit of Public Health Center of the Ministry of Health. Municipal Unit of Services for Disabled People assigns a vehicle for free usage of the women from the Periphery. On the appointment day, a staff from the Center for Women Counseling and Solidarity accompanies these women and serves them food packets. If they demand dental check-up, the staff directs these women to the Center for Women Counseling and Solidarity’s Dental Polyclinic.

‘Eliminating Barriers Living Lab’ refects the  city’s in itself and  young, old and disabled people, open for innovation in the exploration of emerging ideas and innovative concepts. Regarding to serve and remove the obstacles for the target cosmopolitan group.
